NOTICED AT DAWN. Also Circles About Dupont Powder Plant Which Has Been Receiving Threatening Letters. Special to the Herald. SUPERIOR, WIS., Feb. 26. - Employes of the Great Northern Railway early today saw an aeroplane soarking over the docks at Allouez, for nearly an hour and a half. The machine was first noticed at dawn, but about six in the morning, it proceeded toward the new plant of the Minnesota Steel company. The big elevators on Superior Bay, which are under guard of a special force of watchmen, were warned of the aero- planes presence. These elevators hold millions of bushels of grain for the Allies. The machine has been seen for two weeks near the Dupont Powder plant at Ashland, Wis., and the company has been receiving threatening letters. ==========================================================================
