N First street is the base lines from which to number all avenues west of and parallel to Hill av and Hill av is the base line from which to number all streets and avenues west of and running at right angles to Hill av. On each street and avenue west of Hill av and south of N First street a set of one hundred numbers shall be assigned to each block, using only as many numbers of each one hundred as may be found necessary to give one number to each twenty-five feet of each block.
