Hospital, for the Insane, Newberry, Mich.: Dear Sir - Your communication to the State Board of Correct- ions and Charities, submitting for its consideration and opinion, the proposed appropriation of your institution for the years 1901 and 1902. was duly received. The hospital has been visited and its "conditions and needs investigated." The pro- posed appropriations have been carefully considered, and we respectfully submit herewith our opinion of the same: Amusement hall (Cottage "G") . . . . . . . . . . . $21.000 00 The State Board recognizes the great desirability of such a building in connection with the hospital for the insane, and that the appropriation asked for such is not unreasonable in the Upper Peninsula, but the pressing and immediate need of housing the insane in suitable quarters is such that should first be made; that, though somewhat inconvenient, you continue to use your dining hall as an amusement hall. This item therefore is not approved. Cottage "H" . . . . . . . . . . . . . . . . . . . $23,000 00 Cottage "H" is so disconnected from other buildings that, in the opinion of the State Board, its construction should be deferred for the present. The item is not approved. Cottage "F" . . . . . . . . . . . . . . .$24,500 00 Approved. The contour of the land where this cottage must be built is such that there must be some additional expense incurred in building it over the cost. of the other cottages; still the State Board can only approve of this item at $22,500. Five cloisters at $1,100 each . . . . . . 5,500 00 The disallowance of the amusement hall and of cottage "H" will leave required but three cloisters at $1,100 each, $3,300. which is approved. UPPER PENINSULA HOSPITAL FOR THE INSANE Traverse City, July 20 and 21, 1898. The Board met at the Park Place hotel. Present: Commissioners Gillespie. Jenks and Light and the secretary. The secretary presented an estimate of cost for the erection of a cottage at the Upper Peninsula Hospital for the Insane, which had been filed by such institution with him. Such estimate was examined. On motion of Commissioner Gillespie the secretary was instructed to advise the board of trustees of such institu- tion that as estimates furnished by them to this board aggre- gated a cost of $20,600, and as the appropriation made for the construction of the cottage was but $20,000, the State Board of Corrections and Charities cannot certify to the Auditor General "that the construction may be fully completed within the amount appropriated therefor." Hospital for the Insane, relative to the required certificate of the Board of Corrections and Chari- ties to the Auditor General as to the cost of the "heating plant" at such asylum, coming within the amount of the appropri- ation for such plant. Commissioner Jenks offered the following, which was adopted: Resolved, That the secretary communicate with the Auditor General and request him, if possible, to make some suggestion by which this board can consistently help him out of the present complications with the board of trustees of the Upper Peninsula Hospital for the Insane regarding the cost of the heating plant at such institution, as this board cannot see its way clear to legally give the desired certificate. I have carried out such instructions this morning, and have to report that on the certificate sug- gested in your letter of the 15th inst., the Auditor says he cannot see his way clear to honor your requisition; that only a certificate in exact compliance with section 7, Act 58, Laws of 1897, will authorize him to issue his warrant. Further more, even could he do so on the form of certificate suggested by you in your favor of the 15th inst., there is no way of verifying what you state as a fact, that any amount is "remaining unex- pended of the 1895 appropriation for pumps and boilers," and further, if such statement and the amount claimed as unexpended could be verified, there exists no power but that vested in the legislature, for transferring unexpended balance of appropri- ations for a specific purpose, and adding such balance to another specific appropriation. The L. J. Mueller Furnace Company very promptly joined with me in making the necessary amendment to their contract. I now beg to hand you herewith the following described con- tracts: L. J. Mueller Furnace Co., $13,725.00, of which see article IX, the amount for central heating plant is $12,185.18; Lipsett & Gregg, $3,497.00; James Sinclair, $2,084.50; total, $17,766.68, leaving a balance of $1,175.32 for extra on heating plant and architect's commission, making the grand total $18,942.00. which is the sum of the 1897 appropriation for cen- tral heating plant. This is now in the exact form prescribed by Mr. HUMPHREY and yourself, and puts the matter in such shape that it may be closed with great satisfaction to all concerned. Present: Commissioners GILLESPIE, LIGHT, HILTON and WORDEN and the secretary. The board examined, with Trustee TOMLINSON of the Upper Peninsula Hospital for the Insane, and Architect CHARLTON, the plans of two cottages to be erected at such institution, pro- vided for by the legislature of 1899. Regarding such plans on motion of Commissioner LIGHT the board recommended that a foul air vent be provided in the wall at the ceiling, as also at the base, as shown in the boot room, and that a fresh air inlet be provided in such room. On motion of Commissioner WORDEN, that as the basements of the cottages are to be used for cold air chambers for the in- direct radiator stacks, the sewer pipe planned to pass through the basement be partitioned off from the balance of the base- ment. That openings into ventilating flues in each room be placed at the floor level, and not five inches above as planned. That screw joint soil pipes be used in the place of the socket calk joint provided for. On motion of Commissioner LIGHT the plans of the cottages, with the above recommendations adopted, were approved by the board, and the secretary was instructed to so advise Dr. CHAMBERLAIN, medical superintendent. STORRS, Secretary. --------------------------------------------------------------------------- [213] UPPER PENINSULA HOSPITAL FOR THE INSANE, NEWBERRY. GEO. L. CHAMBERLAIN, M. D. MEDICAL SUPERINTENDENT. (345 patients, June 30, 1900) This hospital received its first patients November 4, 1895, the largest number of whom were transferred from the Northern Michigan Asylum at Traverse City, they having been originally sent from the upper peninsula. Its capacity is for 325 patients. Its population is in excess of its capacity 20. The two cottages provided for by the legislature of 1899 are under construction, but when completed will not much more than provide for this excess, and for those awaiting commitments in the different counties of the district. The buildings are constructed on what is termed the "Cottage Plan," each building, except the infirmary, with a capacity for fifty patients. Such arrangement gives an excellent opportunity for classification of patients, group fewer inmates together, minimize the loss if a fire occurs, and in many respects is an improvement on the old plan of large congregate buildings. The infirmary is well equipped with the latest medical appliances; a pathological department is provided in this building. A training school for nurses is maintained which has improved the personnel of the corps of attendants, and has added greatly to the value of the services of such important help, as well as to the comfort of the unfortunate inmates. The appropriations made by the legislature of 1899 have been judiciously expended, and gradually the State institution is being equipped to do the work required of it by its founders, the taxpayers. ===========================================================================
