WEBB of Delhi, a superdangerious individual, of the Buchanan per- suasion, concluded to make "Rome howl," on Friday, in the streets of Lansing. He entered groceries, swore at men in the streets, threatened, stormed, shouted at a funeral procession, and allowed that nobody could capture him. But all this while trouble was brewing for WEBB - the City Council were putting a fastening upon the door of the new Lock-up, under Bailey's Bank, which was all it wanted to make a finish, and as soon as that was done, constable WILEY marched WEBB into it, out of which he got in the evening by paying $5.00 with the distinguished honor of being Lansing's first prisoner. ===========================================================================
