         CARROLL COUNTY
         
         - Jail -
         The jail is in good condition and heated with steam. The
       separation of prisoners is bad, but the board of supervisors
       have promised to comply with the statute. There are four
       persons awaiting trial, three of whom are under 16 years 
       of age.
         The administration is good. Religious services, none.
